DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office

 

requesting authorization to apply for a grant in accordance with Section 29 of the 2002 Cook County Budget Resolution from the Department of Justice, Violence Against Women Office in the amount of $302,711.00 for the Target Abuser Call (TAC) Program.  The TAC Program is a prosecution-based program that has become a national model in the fight against domestic violence and is built on a foundation of victim safety and offender accountability.  This grant will enable the TAC Program to continue at its full capacity by providing funding for two (2) TAC partner agencies, LifeSpan Center for Legal Services and Advocacy and Hull House Association.  These two (2) agencies complete the TAC approach to high-risk domestic violence cases and ensure that victims served by the program receive the wrap-around services that are paramount to the TAC Program.  These services provide a better opportunity for high-risk domestic violence victims to break the cycle of violence while ensuring victim cooperation, victim safety and offender accountability.

 

Estimated Fiscal Impact:  None.  Grant Award:  $302,711.00.  Funding period:  July 1, 2003 through June 30, 2005.

DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office

 

requesting authorization to accept a grant award in the amount of $138,899.00 from the Illinois Criminal Justice Information Authority (ICJIA).  This grant enables the office to continue to target high-risk domestic violence cases through the Target Abuser Call (TAC) Program, which was previously funded by the Department of Justice, Violence Against Women Office.  The TAC Program is a partnership among the State’s Attorney’s Office, Hull House Association, LifeSpan Center for Legal Services and Advocacy and the Social Casework Services Department of the Office of the Chief Judge for the Circuit Court of Cook County.  This program funds eight (8) full-time personnel employed by the State’s Attorney’s Office including four (4) state’s attorney investigators, two (2) assistant state’s attorneys and two (2) administrative assistants.  The Social Services Casework Department, Hull House and Life Span facilitate program elements and function as service providers.

 

This grant requires that the office match one dollar for every three dollars of federal funding.  The match commitment for this program is an in-kind match consisting of the salaries and fringe benefits of one (1) assistant state’s attorney, one (1) state’s attorney investigator and one (1) administrative assistant.

 

The authorization to apply for this grant was given on January 23, 2003 by the Cook County Board of Commissioners.

 

Subcontract with Hull House Association:  Estimated Fiscal Impact:  None.  Funds provided through the Illinois Criminal Justice Information Authority (ICJIA).  $18,831.00.  Subcontract Period:  January 1, 2003 through June 30, 2003.

requesting authorization for the Purchasing Agent to enter into a commission-based, revenue generating contract with SBC Illinois, Chicago, Illinois, formerly known as Ameritech Pay Phone Services, which covers more than 1,000 public and inmate telephones on County property, for a three-year period with two one-year extensions.  Based on the increase in revenue negotiated in this proposed contract, the old contract will be terminated on April 30, 2003.

 

Reason:

SBC Illinois is the only provider that can supply the level of service and maintenance for the County’s inventory of pay phones.

Reason:

These contracts provide for substance abuse testing and treatment services for nonviolent, adult offenders eligible for the drug treatment programs in Maywood, Markham or Criminal Court.  Participants are provided treatment and social services in combination with close court supervision to help them return to the community as self-sufficient productive citizens.

 

 

These vendors have been providing services to the programs since 1999.  They were originally selected for their experience in drug intervention services and for the location of their service sites.  Contract services include substance abuse assessment, detoxification, random drug screening, group and individual counseling, residential treatment, health education and aftercare services.

requesting authorization for the Purchasing Agent to enter into a contract with the Community Mental Health Council, Inc., Chicago, Illinois, for services and interventions to juveniles as designed by MST Services.  Community Mental Health Council, Inc. will be the local provider of the multi-systemic therapy model.  The Council will provide adult and child/adolescent outpatient services, case management, crisis intervention, psychiatric services, residential treatment, research, community education and support, vocational and student training, psycho-social rehabilitation, and mentally ill/substance abuse services.  The Council also provides direct therapeutic services to victims, witnesses, and significant others of sexual assault, murder, domestic violence, and other violent crimes.

 

Reason:

Community Mental Health Council, Inc. will be the local provider of the multi-systemic therapy model.  The agency will be available 24 hours a day to participate in and provide community based, family focused services to referred juveniles and their families.  The Council has an extensive 25 year history of service to the Chicago and suburban areas of Cook County.  They were chosen because of their extensive experience in the mental health field and its emphasis on violence issues as it relates to youths.

Reason:

The Chicago Project for Violence Prevention, a subsidiary of the University of Illinois at Chicago, was chosen because of its unique knowledge of drug and gang intervention and is grounded in seven communities in Chicago which account for 40 percent of the killings in the city.  The Project has a steering committee and Advisory Board which includes:  The U.S. Attorney, Cook County State’s Attorney, Presiding Judge of the Juvenile Delinquency Division, Mayor’s Chief of Staff and Director of Community Policing, Chicago Public Schools and Religious leaders chaired by Cardinal Francis George.

requesting authorization for the Purchasing Agent to enter into a contract with Youth Outreach Services, Chicago, Illinois, for the treatment of juveniles working in the Balanced and Restorative Justice Program (BARJ).  Youth Outreach Services will provide a comprehensive collaborative strategy based on the principles of BARJ to provide each juvenile with a service plan identifying specific skills and knowledge that the youth needs to develop and where the services will be obtained.  Services will include counseling, job-training, academic tutoring, life-skill development, recreation and job readiness/training.

 

Reason:

Youth Outreach Services has been servicing the Chicago area for more than 35 years.  It is a nationally accredited agency that has provided a variety of services to youth through a network of six community based facilities.  They have an extensive and positive working relationship with the Cook County Juvenile Court providing an array of diversion as well as pre-adjudication and post-adjudication services.  The agency administers local, state and federal funds which promote positive outcomes for youth, families and communities.

requesting authorization for the Purchasing Agent to enter into a contract with MST Services, Inc., Charleston, South Carolina for training.  MST Services, Inc. is an organization established in collaboration with Family Services Research Center and the Medical University of South Carolina that provides licensed training and ongoing research of the MST treatment model.  Multi-Systemic Therapy (MST) is a family and community based treatment system devised to address and treat the factors within a juvenile’s family, peer and school networks which encourage the individual to commit offensive acts.  MST relies on decades of research to address the known determinants of serious antisocial behavior in youths.  Compared to usual juvenile justice service, MST results in significant reduced rates of incarceration and re-arrest among violent and chronic juvenile offenders.

 

Reason:

This contract is central to Project Reclaim which is funded by a Juvenile Accountability Incentive Block Grant (JAIBG).  The entire program is based on the multi-systemic therapy model for treatment offenders, for which MST Services, Inc. is the only trainer in the country.  MST Services, Inc. has an exclusive license agreement with the Medical University of South Carolina to train service agencies in the multi-systemic therapy model developed by the researchers at the Medical University of South Carolina and Dr. Scott W. Henggeler, Family Research Center, Department of Psychiatry and Behavioral Sciences, Medical University of South Carolina.

This amount owed was validated in late summer 2002 but by that time, no additional funds were available and it was far too late to execute a contract extension.

 

The office has verified that the billing is accurate and the amount is indeed due.  The office is requesting  the payment be processed as indicated on the payment voucher.  The office has conferred with this vendor and sub-contractors and are confident a similar lag in billing will not occur again.
