SUBJECT: JUSTICE BENEFITS, INC. - RENEWAL AND AMENDMENT OF CONTRACT NO.
98-43-1375
I am hereby requesting
approval to renew and amend Contract No. 98-43-1375 with Justice Benefits, Inc.
(JBI), Bethseda, Maryland, for a period of three years. The amendment reduces JBI's fee from 7.5% of
the amount reimbursed to 6%.
To date, JBI has assisted
the County in identifying and obtaining Federal Financial Participation
reimbursement funds under the Alien Assistance Program totaling over $33.2
million.

I am pleased to present to
you the Cook County Integrated Criminal Justice Information Systems (CCICJIS)
Strategic Plan. The CCICJIS Committee,
which was established by the Cook County Board Resolution dated April 23, 2002,
has been working diligently over the last 12 months discussing issues concerning
the sharing of information across justice information systems, and making
recommendations for improvements. The
product of this effort is a 133 page document that examines eight (8) strategic
issues, which are critical to consider in achieving the goals of an integrated
criminal justice enterprise for Cook County.
Recommendations are made for each issue.
The members of the CCICJIS
Committee urge your thoughtful consideration for the ideas and strategies
expressed in this Strategic Plan. I respectfully
submit this report to you, and the Cook County Board of Commissioners, and look
forward to building upon the vision of Cook County by providing the citizens of
Cook County with an integrated criminal justice system that provides accurate,
timely and complete information, while protecting the rights and safety of our
citizens.

or supervision of performance.

2.4
(d) Disclosure.
(1) Gifts which have a value of greater than
$100 $50 (or a series of Gifts with an aggregate value of
greater than $100 from one Person during any twelve month period) received by any Official or Employee from (a)
Persons with a Financial interest in County business; (b) Persons seeking to do
business with the County; or (c) Persons who are compensated lobbyists on
county matters; shall be disclosed to the Board by the recipient within ten
(10) business days of receipt. The
disclosure shall include the name and government title of the recipient; the
name, address, occupation and employer of the donor; a description of the gift
and its value; and the intended use of the gift.

number of collective bargaining agreements for your consideration and approval
at the May 6, 2003 Board Meeting.
PROPOSED RESOLUTION
WHEREAS,
Collective Bargaining Agreements for the period of December 1, 2001 through
November 30, 2004 have been negotiated between the County of Cook and the
following Collective Bargaining Groups:
1. House
Staff Association of Cook County
2. Licensed
Practical Nurse Association of Illinois, Division I,
and
WHEREAS,
salaries and wages for this agreement have previously been approved by the
Board of Commissioners.
NOW, THEREFORE, BE IT RESOLVED, that this union agreement be approved by the Board
of Commissioners of Cook County.

PROPOSED RESOLUTION
WHEREAS, of the 1.4 million men and women who served on
active duty in the U.S. military during the war in Iraq, more than 60,000 were
immigrants and more than 37,000 were legal permanent residents without U.S.
citizenship; and
WHEREAS, Lance Corporal Jose Gutierrez was one of the first
two American soldiers killed in the war in Iraq on March 21, 2003; and
WHEREAS, posthumously, Jose Gutierrez was granted full
American Citizenship for his courage and bravery in defending the freedoms of
the people of the United States and around the world; and
WHEREAS, at the funeral of Lance Corporal Gutierrez, Cardinal
Roger Mahony remarked in his homily that our armed forces “…should not have to
wait until they are dead and brought home in a casket to give them the
citizenship they deserve”; and
WHEREAS, tragically, these valiant immigrants are either left
waiting years to realize their dream of citizenship or receive it only after
paying the ultimate price of their lives on the battlefield; and
WHEREAS, to acknowledge our country’s debt and gratitude to
the many immigrants serving our nation, Congressman Luis Gutierrez has
introduced H.R. 1850, known as the “Fairness for America’s Heroes Act”, in the
U.S. House of Representatives to automatically grant citizenship to any service
member who is a legal permanent resident on the date that his or her combat
duty service begins.
NOW, THEREFORE, BE IT
RESOLVED, that we, the President
and the Members of the Cook County Board of Commissioners, do hereby
memorialize the Illinois Congressional delegation to urge the passage of
legislation awarding immediate United States citizenship to every man and woman
serving in the Armed Forces and for President George W. Bush to officially sign
it into law.

Scavenger Sale of Tax Delinquent
Property
The City of Markham,
Illinois, would like to take advantage of the No Cash Bid process of the Cook
County Board in acquiring various tax delinquent parcels of real property here
in the city. I respectfully request an
opportunity to participate in that process, at the next scavenger sale of tax
delinquent properties.
As required under the Cook
County No Cash Bid Program and the Municipal Application Checklist for tax
delinquent property, the City of Markham hereby submits the following
information in support of its No Cash Bid request as referenced above:
1. Cover
Letter. I suggest that this correspondence
be considered the cover letter.
2. The following
parcels are proposed for acquisition:

August 15, 2002.
4. Current Judgment Search showing current
owner by Guaranty National Title Company, 36 West Randolph Street, Chicago,
Illinois, 60601 for the properties in question.
5. Sidwell Map. Copy of the Sidwell maps showing the parcels sought.
As stated in the
Resolution, the City through the developer will be responsible for all legal
activity and expense necessary to obtain tax deeds to the property in question
and will bear all legal and other costs associated with the acquisition of the
parcels.
I therefore respectfully
request that the Cook County Board entertain this, our request for
participation in that process, at the next Scavenger Sale of tax delinquent
properties.
Additional documentation, if
any, as required by the Guidelines will be forwarded under separate cover.
We thank you for your
consideration and look forward to working with the County Board and its staff
in this matter.
