DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office
requesting authorization to accept a supplemental grant in the amount of $163,011.00 from the Complex Drug Prosecution Initiative – West Suburban Expansion Program. This supplemental grant award will provide a fourth year of continued funding.
This grant funds the salaries and fringe benefits of one (1) assistant state’s attorney and one (1) state’s attorney investigator dedicated to targeting narcotics prosecutions in the Fourth Municipal District. In addition, grant funds will be allocated to provide a law clerk who will assist and support the work of this program.

This grant requires that the office match one (1) dollar for each three (3) dollars of federal funding. The match commitment for this program is a cash match that supports a portion of the salary and fringe benefits of the program staff.

Transmitting a Communication, dated August 14, 2003 from
DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office
requesting authorization to accept a no-cost grant extension from the Department of Justice, Bureau of Justice Assistance, for the Financial Crime-Free Communities Support Anti-Money Laundering Grant Program. This extension will enable the office to expend the remaining grant funds that were awarded.
Through this grant, the State’s Attorney’s Office was able to create and dedicate a Money Laundering Unit that focuses on money laundering mechanisms employed by street gangs and narcotics trafficking organizations that operate in the Chicago area in an effort to identify, expose and prosecute the segment of the drug trade that moves and enables the movement of money.
The funds provided through this grant support the salaries and fringe benefits of one (1) senior level assistant state’s attorney, one (1) state’s attorney investigator, one (1) part-time auditor and one (1) part-time law clerk.
Estimated Fiscal Impact: None. Grant Award: None. Extension period: July 1, 2003 through June 30, 2004.
GRANT RENEWAL APPLICATION

Transmitting a Communication, dated August 27, 2003 from
DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office
requesting authorization to apply for a grant in accordance with Section 30 of the 2003 Cook County Budget Resolution from the Illinois Motor Vehicle Theft Prevention Council in the amount of $2,836,285.00. This is a renewal grant that provides continued funding for four years for the Motor Vehicle Theft Prosecutions Unit.
This grant funds the salaries and benefits of four (4) assistant state’s attorneys, two (2) state’s attorney’s investigators, one (1) administrative assistant and two (2) part-time law clerks located at 2650 South California Avenue. The personnel funded by this grant work to increase prosecution of offenders involved in motor vehicle theft crimes and motor vehicle related crimes.
This grant does not require a match contribution.
Estimated Fiscal Impact: None. Grant Award: $2,836,285.00 [Year One - $674,933.00; Year Two - $697,783.00; Year Three - $720,844.00; and Year Four - $742,725.00]. Funding period: January 1, 2004 through December 31, 2007.

JAMES M. O’ROURKE, Executive
Director, Judicial Advisory Council
requesting authorization to renew a grant in the amount of $53,280.00 for the fiscal year 2003 Local Law Enforcement Block Grants (LLEBG) fund. The amount and requirements are similar to the block grants approved by the Board for the last seven years, since the program’s inception in 1996.
The Judicial Advisory Council is
also requesting permission to receive fiscal year 2003 funds and to use these
funds to enter into a contract with the Village of Ford Heights to expand the
number of participants in their Police Athletic League and Police and Children
Together programs. These programs
provide youth with opportunities to engage in positive social activities with
peers and police officers and have been beneficial to the community.
A 10% match of $5,920.00 is required by the County.
This grant does not require an application process; the funding is automatically renewed.
Estimated Fiscal Impact: $5,920.00. Grant Award: $53,280.00. Funding period: October 15, 2003 through October 14, 2005. (205-818 Account).

The objective of the addendum is to provide educational instruction of occupational therapy students in clinical areas.

respectfully submitting this Resolution regarding the Company’s application for Class 6b property tax incentive for your consideration.
MT Financial, LLC requests approval of the special exception to the 24 month abandonment rule under the Class 6b Ordinance. This resolution is required so that the company can complete its application to the Assessor of Cook County within the 90 day period from purchase of the property that occurred on July 17, 2003.
Submitting the company’s application for Class 6b, the Resolution of the Village of Bridgeview, and a Department of Planning and Development staff report for your information.

RESOLUTION
WHEREAS, the Cook County Board of Commissioners has adopted a Real Property Assessment Classification 6b which provides an applicant a reduction in the assessment level for an industrial facility; and
WHEREAS, the County Board of Commissioners has received and reviewed an application from MT Financial, LLC and the Resolution from the Village of Bridgeview for an abandoned industrial facility located at 8811 South 77th Avenue, Bridgeview, Cook County, Illinois, Property Index Number 23-01-100-007; and
WHEREAS, Class 6b requires the validation by the County Board of the shortened period of qualifying abandonment in cases where the industrial facility has been abandoned for less than 24 consecutive months upon purchase; and
WHEREAS, the Cook County Board of Commissioners has determined that the building was abandoned for 9 months at the time of purchase and that special circumstances are present.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Commissioners of the County of Cook, State of Illinois, that the President and Board of Commissioners indicate their approval for the filing of an application for a Cook County Real Estate Classification 6b abatement incentive to MT Financial, LLC for an abandoned industrial facility located at 8811 South 77th Avenue, Bridgeview, Cook County, Illinois, under the provision for abandonment of less than 24 months; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized and directed to forward a certified copy of this Resolution to the Office of the Cook County Assessor.

WHEREAS, the Honorable Sada Solana serves on the Board of Directors of
numerous civic, business and educational organizations; and
WHEREAS, the Honorable Sada Solana has a vast background of being the Consul
General of Mexico in San Antonio, the Consul General of Mexico in Toronto, the
Mayor of the City of Oaxaca and Secretary of Social and Economic Development
for the State of Oaxaca; and
WHEREAS, the Honorable Sada Solana has a wealth of knowledge and education by
holding degrees in Industrial Engineering from Iberoamerican University in
Mexico City and graduate studies at the University of Newcastle in England and
at the University of Deft in Holland, and postgraduate studies at the Public
Administration Institute of The Hague in Holland.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners,
on behalf of the more than five million residents of Cook County, does hereby proclaim
September 16, 2003, to be MEXICAN INDEPENDENCE DAY IN COOK COUNTY, in
recognition of the contributions Consul General of Mexico Carlos M. Sada Solana

WHEREAS, National Hispanic Heritage Month, created by Public Law 90-498,
approved September 17, 1968, by the 90th Congress, authorizing the President to
issue annually a proclamation calling upon the people of the United States to
observe such week with appropriate ceremonies and activities; and
WHEREAS, the Act was amended in 1988 by the 100th Congress to authorize the
designation of National Hispanic Heritage Month as the 31 day period beginning
September 15 and ending on October 15; and
WHEREAS, over 70% of Hispanics living in Cook County are of Mexican decent;
and
WHEREAS, on September 15, 1810, the people of Mexico valiantly responded to
Father Miguel Hidalgo y Costilla’s call for independence; and

established in 1969 as a not-for-profit organization seeking to perpetuate the
customs and traditions of Mexican culture and promoting the goodwill and

WHEREAS, the Sociedad Civica Mexicana de Illinois, Inc. strives to maintain
and continue the Mexican Independence Day tradition and is the driving force
behind a series of cultural and civic events celebrating this occasion
including the commemoration of this historic day known throughout the world and
observed each year with colorful fiestas and reenactments of “El Grito de
Dolores”; and
WHEREAS, the Sociedad Civica Mexicana de Illinois, Inc. since 1969 has
sponsored the Annual Fiesta Patrias in commemoration of the Independence of
Mexico of 1810; and
WHEREAS, Miguel Zuno has contributed much as a citizen of Chicago since he
migrated here in 1965 from Irapuato, Guanajuato, Mexico and is the successful
owner of Zuno Photographic Studio and the founder of Acento Magazine.

WHEREAS, Cook County
Government will soon lose one of its most distinguished employees, Public
Administrator, Louis G. Apostol; and
WHEREAS, as Public
Administrator of Cook County since 1991, Mr. Apostol was the court appointed
administrator on over 2,000 cases; and
WHEREAS, as a
testament to the superior quality of his work, Mr. Apostol received numerous
letters of commendation from a wide range of elected officials from the city,
county and state, in addition to a host of letters from the general public; and
WHEREAS, held in high
regard for his abundance of knowledge in the field, Mr. Apostol has been a
participant in varied symposia and seminars on estate planning and probate; and
WHEREAS, although Mr.
Apostol is leaving County Government, he is not leaving our state; Illinois
Governor Rod Blagojevich appointed Mr. Apostol Commissioner to the Illinois
Court of Claims; and
WHEREAS, Louis G.
Apostol is a consummate professional and his contributions to Cook County
Government will be sorely missed.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more
than five million residents of Cook County, does hereby congratulate and thank
Louis G. Apostol for his many years of dedicated service to Cook County
Government and send best wishes as he enters a new phase in his professional
life; and
BE IT FURTHER RESOLVED, that a
suitable copy of this Resolution be tendered to Louis G. Apostol in recognition
of the myriad contributions he has made to Cook County Government.
